I went to sign up for MB Trading and one of the agreements they require is for me to acknowledge that they will be trading against me. So how does this make them an ECN. Is there a real ecn broker out there that I can at least open account with no more than $1000 or at most 2500? Thanks.

MB Trading has been known as ECN broker for a long time.
It's new to me that they ask to acknowledge about a conflict of interest while trading. In this case the questions should be sent to a broker, not to me I suppose.

Re-quotes happen when the price you've clicked on is no longer available, because the market has moved already.
The way for a broker to fix it is to fill you in with a slippage or tell you that the price is moved, please re-submit.
When you're chasing the moving price with a market order either to open or close a position, you're often a subject to a requote. The best solution is to trade with limit orders and always preset your profit and stop targets in advance. Later, if you want to exit earlier, you can try a market order with no hassle.
