MasterForex broker offers MT4 platform. The broker is a market maker, although I found that they claim to offer instant execution. I'll clarify that with them and post an update...

Spreads are at fair level of an average Forex broker, except may be for EURGBP (instantly 10 pips there... when it is normally should be around 3 pips).

The very attractive point is the ability to practice on cent account (especially so for novice traders - you trade real money with real emotions, but your risks are tiny); that's also an inexpensive way to test platform performance to some extent.

I have no trading experience with this broker, nor do I ever heard anything in favor or against them or their services or customer support. ...Speaking of which, I came across the announcement in their latest news box about recent DDoS attack, a nasty thing, which paralyzes your system. Long story short, I liked the statement about their willingness to cooperate on the matter, quote:"To make a request for consideration of unprofitable trades caused by technical fault — please write to [email] with detailed description of the situation and screenshots."

Addresses, phones, registrations are all in place. The fact that they took part in live exhibition in Moscow in 2008 (see broker news) confirms their physical presence too.
All-in-all, MasterForex appears to run business openly, so this might be a broker for consideration; of course, the final verdict can only be made after live trading.
