I have used a New York based server for spike trading for over a year. Since the News Services are based there, the theory is that by basing the Autoclick and my dealing stations there, I would be the first to get the signal. After receiving the signal, execution is dependent on the distance to your broker's server and their available liquidity.

If you ping the YOUR IP address from your local computer and divide the result by 2, you will get the one way time it takes to get the signal. You must then ping your broker's server to see how long it will take to get your order to them. If you were to locate your dealing station on a New York server you would get 0 milliseconds by pinging the YOUR IP, meaning no lag time for you to receive the signal.
