Latitude Fx (in New Zealand) claims to be a STP/ECN, but does not charge commission for trades. Instead, they have a variable spread. You list them as an STP, but in your comments above you suggest that to be an ECN/STP a broker has to charge a commission. Could you please clarify? Thanks!

All ECN brokers charge commission, while STP brokers may or may not.
Latitude Fx belongs to STP(NDD) brokers.
